Urm, she might be unsure about what she wants herself. She might be feeling vulnerable or something, and when girls get like that, they latch onto something that is familiar to them, something that they can generally or used to find happiness in. I know this because I've done it myself, and if she feels how I think she might feel then she can't help it, and she's not necessarily playing games, it's just she doesn't know what she wants. So, she's finding comfort in you, when you're not actually entirely what she wants.
OR, she's messing you around. ..and in that case you need to leave her to it and get on with your own life without her.
I'm not sure that that makes a whole lotta sense. But basically my advice is just to forget about her.
Honestly, get a clear answer from her.
My friend's going through something pretty similar but more twisted.
Ask her straight, if she doesn't then get rid.
Don't let yourself get twisted up in it.

maybe she's shy? or unsure about her feelings? or she could be playing games
it could be any number of reasons to be honest, have you spoken to her about it?
